What is it? What does it mean? Who is Shinobi? What is this character all about?
 
There are many meanings behind this Kanji (Japanese ideograph). In a nutshell, it literally means "Perseverance" (Japanese) or "Patience" (Chinese).

Also, quite simply, depending on how it is used, as is being used in this context, it can also describe that which is hidden or concealed or even translate to "Spy" (in Japanese).
Thus, "Shinobi PI"; "Spy" in Japanese and "Private Investigator" or "Private Eye" in English.

It has also been used to describe groups of people or clans of old Japan. These groups or clans were often referred to as; "Those who practice the Arts of never giving up" OR "The art of Winning"

Shinobi literally, "One who is concealed" also referred to as "Nin jya" were believed to be agents of espionage. These were "Spies" who trained in the Japanese arts of Nin-Jyu tsu; roughly, the Art of Stealth. Shinobi, like Samurai, followed their own special code of conduct, called Nin-Po (the Way of surviving and living). According to some modern practitioners of what is now known in Northern America as "Budo nin-jutsu", the ninja's specialty was not assassination but rather espionage.

In certain historical Japanese texts it is said that as early as the seventh century, Prince Shotoku had already used the term Shinobi to describe; "a person who provided special services." In the case of Prince Shotoku, Shinobi were his close attendants whom he used for various tasks, most likely as secret messengers or information gatherers (Spies).

 (literally, person(s) who wins) or  can also be described as a person or persons who have the "quality of putting up with." They keep on keeping on.
A person or persons who have a known quality about them; perseverance.


Another translation:
The term "Nin" (aka Shinobi) of Nin-Jya or Nin- literally means patience, perseverance, and stealth. The term "Nin" (aka Shinobi) of Nin-Jya or Nin-Po is made up of two lesser characters (Japanese ideographs). The upper part meaning "Blade, " the lower part meaning "Heart or Spirit." So, the character on top is Blade and character on the bottom represents Heart. The character itself while being composed of two characters to have a blade placed over the heart/mind. There are a number of symbolic meanings to that. One, the blade forces the heart/mind to remain stealth in order to persevere. Another meaning is that the heart/mind should be as sharp and pure as the sword.

 
The character has also been said to depict the following metaphor:
"Although the enemy may hold his blade menacingly above/over my Heart, my Spirit shall endure and eventually prevail."

There was a translation found in an older Chinese/English dictionary with a translation of the Shinobi character which symbolizes patience. This was a beautiful translation. It was something like this; although these rusted chains and shackles around my ankles are heavy and hold me down, Eventually, I move forward with another step.
